How Furniture Tip-Over Rules Came About
Dressers that fell on climbing toddlers prompted a federal stability standard, and the physics of a loaded drawer explains why the rule addresses design rather than warnings.

Furniture falling onto young children was addressed for years with warning labels and anchoring kits. A federal stability standard eventually replaced that approach, and the shift is explained by the physics involved.
Why a dresser tips
A chest of drawers is stable while its weight sits over its footprint. Pulling a drawer out moves mass forward, shifting the center of gravity toward the front edge.
A loaded drawer moves considerably more mass than an empty one, and an open top drawer moves it higher, which multiplies the tipping effect.
A child who then leans, pulls or climbs on the open drawer applies force at the point where the furniture is least stable, and the piece rotates over its front edge.
Why children are the ones injured
Open drawers form a staircase, and climbing is exactly what a toddler does with a staircase, particularly one leading toward something visible on top.
A falling chest carries the weight of its contents, and a small child cannot move out of the way or absorb the impact.
Televisions placed on furniture not designed for them added weight at the top, which is why older incident data shows the two hazards together.
Why anchoring alone did not solve it
Anchoring kits shipped with furniture depend on installation, and installation depends on wall construction, tools, renting restrictions and the assembler noticing the hardware.
Surveys of homes consistently found that most furniture was not anchored, which meant a remedy dependent on user action was failing at the point of use.
Safety regulation generally treats a hazard that can be engineered out as preferable to one addressed by instructions, because instructions are not always followed.
What the standard requires
Congress directed the consumer product safety agency to write a mandatory stability rule for clothing storage units, replacing the earlier voluntary approach.
The testing simulates real conditions: drawers loaded and open, carpet underfoot and a force representing a climbing child rather than an empty unit on a hard floor.
Units must remain stable under those conditions, which pushes manufacturers toward heavier bases, deeper footprints and interlocks that limit how many drawers open at once.
What the rule leaves in homes
Furniture already in use predates the rule, and the volume of existing dressers vastly exceeds what will be replaced in any given year.
Anchoring remains the remedy for those, and the installation instructions supplied with a kit or the furniture manual are the reference for a specific piece and wall type.
Items that draw a child upward, particularly screens and toys placed on top of tall furniture, are what turn a stability question into a climbing one.
