How Small Parts Rules Define A Choking Hazard
A physical test cylinder modeled on a young child's throat determines which toys carry choking warnings, and that single measurement drives age labeling across the industry.

Toy packaging carries age labels and choking warnings that look like marketing judgments but come from a physical measurement. A test cylinder sized to a young child's airway does most of the deciding.
The cylinder and what it represents
Federal regulation defines a small parts test fixture: a cylinder with dimensions modeled on the throat of a young child, into which a part is dropped without compression.
Anything that fits entirely inside, in any orientation, is a small part. The measurement is geometric and admits no judgment about how likely a child is to mouth it.
Toys intended for children under three must not contain small parts, either as supplied or as produced by the use and abuse testing that simulates ordinary rough handling.
Why use and abuse testing matters
Products are subjected to defined drops, impacts, torque and tension forces meant to reproduce what a young child does to a toy over time.
Parts liberated during that testing count as small parts, which is why a toy with no visible small pieces can still fail if a component detaches under force.
Batteries, battery compartments and magnets receive additional attention because their consequences if swallowed differ from those of an inert plastic piece.
How the age label follows
The under-three age label on toys is largely a safety classification rather than a statement about developmental suitability or interest.
Toys containing small parts and intended for older children must carry a specific choking warning in a defined format on the packaging.
This is why a simple toy can carry a three-and-up label while a more complex one does not: the label tracks part size, not difficulty.
What the rules do not cover
Food is regulated separately, and common choking foods for young children do not carry equivalent warnings even though they account for many incidents.
Household objects are outside the toy rules entirely, and coins, batteries, caps and pieces of packaging make up a substantial share of what young children actually swallow.
Balloons receive their own required warning, because an uninflated or burst balloon conforms to an airway in a way that rigid objects do not.
How the standard is used at home
The cylinder's dimensions are published, and comparable gauges are sold as consumer products for checking objects around a house.
The check is most useful in mixed-age households, where toys intended for an older sibling circulate in the same space as an infant.
Recognizing choking and knowing what to do about it is a skill taught in infant first aid courses, which is where that instruction belongs rather than in written guidance.
